Swedish road safety and the traffic safe society - "Vision Zero" |
|
|
Swedish road safety a meetingplace for increased road safety |
|
 |
 |
"Vision Zero – A safe road traffic concept.” |
 |
"Vision Zero" is a focused program that aims to reduce
deaths and injuries on the road so that no one should be killed or seriously injured in the traffic.
Thorough changes to increase road safety and to diminish risk-taking on our roads must be implemented
if we want to reach the Swedish parliament`s goal from 1997 - Vision Zero.
Together we must create a traffic culture that can be passed on to the next generation in a continuous
progress based on mutual consideration, personal responsibility and discretion.

Many road-users have a very low degree of awareness when it comes to risks and dangers.
The Swedish parliament’s goal, from 1997 was not achieved. Therefore a new goal was set for 2020. |
|
In order to be able to achieve this goal, Vision Zero it is vital that current and future regulations are
accepted more widely among road-users. |
|
In addition one has to make demands and actively work for that all learner drivers get both theoretical
and practical driving instruction which enables them to handle the risk situations that can arise in
the increasingly complex traffic. |
|
Introducing specific traffic safety board |
-
Already in pre-school, special traffic safety councils governed by the local traffic safety council should be
set up. Both teachers, parents and children should be part of these councils. They should all work together which
would result in an increased number of concrete proposals for improvements that could be handed over to the local
traffic safety council for appropriate measures. Thereby we will create an early and continuous influence on
attitudes amongst the younger generation. The engagement and involvement of the local authorities should also
increase as the proposals are already approved amongst the people in the area.

Driving test design |
|
|
|
An compulsory introductory course for private instructors was introduced on 1st January 2006. This
course has a clear adantage over the previous once. However, security setting does not test the
prospective driver´s skills in the absence of control over time how the driver will behave after the test.
However, the introduction traning, we can not reach a depth teoretical aspects. Therefore, the driving test
system Stefus reviewed as this, in my view, ensure that the "risk" way of thinking among the
aspiring driver in any case be maintained longer and lead to fewer road accidents wich in turn means that we
can approach the goal of Vision Zero. |

Courses in risk education in traffic |
Therefore, courses in risk education in traffic tentatively decennial urgently introduced. The courses will
contain elements which driver is given the opportunity to understand the shortcomings that we as drivers have to
anticipate the detection of the uncertainty which exists in traffic. Aha-experience in this operation can not be
achieved only through the theoretical aspects. |
|
|
Regular training |
|
|
|
|
One of them is of course that many persons who took their own
driving licence when theoretical training was more or less non-existent. |
|
|
The other one is that many drivers have a lack of the risk awareness which is necessary in the traffic
society of today. |
|
|
What will the resluts be? |
It is obvious what results it will have if such persons teach someone else to drive, when their own risk
awareness is low. The ability to be able to communicate risk awareness to the learner driver must be minimal. |

|
|
Sweden introduced in 1999 a zero limit for the narcotics-stimulating substances in connection with driving of motor
vehicles but not for alcohol. The question is when and if our politicians dare to take the decision to introduce a zero
limit for alcohol, even with a reasonable safety net. A decision must soon be taken if we are to achieve zero vision. |
|
|
Sobriety when driving with a motor vhichle
|
-
Total abstinence from alcohol consumption for drivers is another prerequisite for reaching the ”Vision Zero.”
This ought to go without saying as we often find ourselves in situations where we take decisions that not only concern
our own life but also that of others. A zero limit should be introduced without delay in order to be able to achieve
"Vision Zero".plain text we need to introduce a zero limit as soon as possible in order to come closer to
our objective of "Vision Zero."
Faced with a zero limit for alcohol intake when-driving.
It is equally obvious that the introduction of alchol interlooks may affect road safety positive, we should still
strive for a zero limit is introduced.

Traffic technology improvments
We must resolve the comensation pheomena |
-
Relevant technical improvements of our vehicles should continue as before. But take into account that the
technology is liable to generate offsetting action by drivers.
New studies show that not all road safety technical improvements to our vehicles leads to an increase in road safety.
How to solve the compensatory phenomenon that occurs when the introduction of road safety thchnical improvments to our
vehicles.
There is talk of compensation phenomenon in which the knowledge that the vehicle has certain safety technical
characteristics allow the driver lowers its level of preparedness and rely more on the vehicle.
One example discussed is the larm device that alerts the driver when tired. In some cases, the driver tends to use
fatigue alarm as an alarm clock instead of stying in the past and take a much needed rest.

Black box |
-
Some technolgical solutions are: black box, which can determine how the driver acted before the accident.
The information that is available should, in case of serious traffic accidents, could be part of an accident
investigation. In this way can it be determined if the driver himself contributed to the accident or not.
It is very likely that the knowledge that even maneuvers recorded and will be used safely lead to
increased accountability. Presumably this means that the driver is driving more fairly, thus helping to reduce
road accidents.

Accident investigation with the account of the facts of the accident |
-
Accident investigations have in recent years been regarded as an important tool, which can result in
measures which increase traffic safety. The traffic safety work has however, mainly been concentrated on
passive safety i.e. measures which do not influence the probability of the accident occurring, but reduce the
extent of the damage.
|
|
|
What is missing in this context is the investigation of the reasons for the accident occurring such as the person’s
previous record of accidents, experience, state of mind, education etc. what happens immediately prior to the collision. |
|
|
Givemore resoures to the police |
-
Give the police more resoures to effectively take part in róad safety work. The police need more resoures so they can
prioritize a deeper commitment to road safety. This can be done only, in my opinion, by an increase in allocated funds, and
that traffic police are disinguished from other police activities. Other cops should of course also be tasked to engage
actively in improving raod safety.
A significant increase in visibility, including though increased patrols are well-documented effetive measure.
More inspections of sobriety, speed and seat belt use must be carried out.
|
 |
|
Introduce a clip card |
|
|
|
-
The ongoing work to improve the traffic networks and systems must be continued. Examples of measures:
2 to 1 road and motorways, clearing of areas next to the road, earlier maintenance of road markings.
|
|
|
Together we must create a traffic culture that can be passed on to the next generation in a continuous
process. This process has to be built on mutual consideration, personal responsibility and judgement. It is not
acceptable that any human being should be killed or injured due to fellow road-users’ lack of consideration or lack
of will to follow traffic regulations or due to questionable decisions from our decision-makers. |
